Greatest as in "my personal favorite", or greatest as in "Scrooge's biggest threat"?

I got the idea from GlomTales where Magica and Glomgold fight over who is Scrooge’s greatest enemy so... who would you consider his greatest enemy?

I would say Magica because she's after the thing that Scrooge loves the most so that she can rule the world. Glomgold wants his company but he mostly wants to overthrow him. Both of their ideas are threatening to Scrooge but Magica is more threatening as a character.

It must be F.O.W.L be cause it is the biggest threat
