The highly-honored Adolphe Max was the Mayor of Brussels in 1938. He owned a scruffy little dog with a tendency to steal food from kitchens, for which reason he once met Spirou.

Adolphe Max appears in the 1938 comic Spirou the Diplomat. Being a Spirou character, he does not belong to the Walt Disney Company, although Spirou is considered canon on this wiki.
