Description[]
Billy is a Junior Woodchuck whose parents were too poor to buy him binoculars. Huey, Dewey and Louie Duck initially intended to give him a quarter so as to use the pay telescope for the astronomy lesson in the McDuck Tower, but as it fell, they lended him their binoculars instead.
