This jolly man was the Mayor of Duckburg in 1930 when Scrooge McDuck returned, hardened, from his travels around the world. He tried to offer Scrooge the Keys to the City, but the tycoon refused, boasting he already "owned all the locks in town".

The Brown-Mustached Mayor appears briefly in the 1994 story The Empire-Builder from Calisota.
