The Department of Phenomena is one of the Departments of the Cupid Intelligence Institute, itself a subdivision of the Crew of the Copper-Colored Cupids.
Description[]
The Department of Phenomena was one of the several departments of the C.I.I. which studied the mysterious Szaclowk and their Halfworld. They documented the fact that the entire Halfworld was "halved", not just its inhabitants, thereby deducing that the Szaclowk's myth about their ancestors having intentionally cast off half of their physical forms was in fact just a myth.
