F.O.W.L., the Fiendish Organization for World Larceny, is a villainous organization opposed by S.H.U.S.H. in the 2017 Continuum.
Description[]
An evil organization dedicated to conquering the world, F.O.W.L. was founded sometime in or before the 1960s, and quickly placed themselves in opposition to S.H.U.S.H.
After the ancient recipe for Gummiberry Juice was discovered and put up for auction in London, F.O.W.L. sent one of their agents, Black Heron, to obtain it so as to build an army of super soldiers. This plan failed, and Black Heron was isolated from F.O.W.L. for decades, plotting her revenge against the S.H.U.S.H. agents who defeated her.[1]
Eventually, F.O.W.L. High Command managed to infiltrate McDuck Enterprises, becoming the board of directors. In this position, they formulated a new plan: to steal the world from Scrooge McDuck and other billionaires. Reuniting with Black Heron, and recruiting several new agents, including Gandra Dee, John D. Rockerduck (who had been frozen in ice for decades), his butler Jeeves (resurrected as a Frankenstein-esque monster), and Steelbeak, F.O.W.L. set about preparing their new schemes.
Following the Moonlander Invasion, F.O.W.L. decided that Clan McDuck was too dangerous, concluding that if they caused the world's destruction, there would be nothing for the organization to steal. They began to plot the destruction of the Ducks.[2]
Using a robotic mosquito, F.O.W.L. spied on the Ducks as they discovered Isabella Finch's lost journal. High Command, realizing that the Ducks would be too dangerous to them if they were to obtain the lost artifacts described in the journal, instructed the rest of the organization to find the artifacts before Clan McDuck could get to them.[3]
With one of the artifacts already in F.O.W.L.'s vaults, the Third Eye Diamond, Black Heron created an Intelli-Ray in secret. After testing the ray on several lab animals in F.O.W.L.'s laboratory, she devised a plan to use the ray against Scrooge to drain his intelligence and leave him defenseless, thus obtaining part of F.O.W.L.'s goals. This plan failed, and Black Heron's intelligence was drained in the process by an angry Steelbeak. Heron's intelligence was restored by High Command, who chastised her for creating the ray, reminding her of F.O.W.L.'s real plans and informing her that she was not allowed to make any more such devices.[4]
Acting alone, the Phantom Blot targeted several Duckburg magic users, but was ultimately bested by Lena Sabrewing.[5] Having been unfrozen, Rockerduck succeeded in restoring his vitality with water from the Fountain of the Foreverglades, which also turned Jeeves into an infant.[6] Taurus Bulba, an operative who has been tasked with unlocking the secrets of Solego's Circuit, went rogue and sought to use its power for his own gain. The ensuing chaos led to Bradford being exposed as part of F.O.W.L. to the Duck family.[7]

Behind the scenes[]
F.O.W.L. was first alluded to beginning in "Woo-oo!", with a slip of paper reading "Friend or F.O.W.L." appearing on Webby's board of McDuck family information. Agent Black Heron later made her debut in From the Confidential Casefiles of Agent 22, and the organization proper appeared in Moonvasion.
