Behind the scenes

F.O.W.L. was first alluded to beginning in "Woo-oo!", with a slip of paper reading "Friend or F.O.W.L." appearing on Webby's board of McDuck family information. Agent Black Heron later made her debut in "From the Confidential Casefiles of Agent 22", and the organization proper appeared in "Moonvasion".
