F.O.W.L. High Command is a trio of of anthropomorphic birds who comprise the highest rank of leadership of F.O.W.L..
Behind the scenes
A triumvirate of shadowy villains, the three members of the F.O.W.L. High Command are as mysterious as they are evil. They prefer to command their underlings remotely, usually broadcasting their messages over video screens rather than making a personal appearance - the one exception being the rise of Duckthulhu, which necessitated their physical presence.
Out of all of F.O.W.L., the High Command are particularly dastardly, not above murdering those who anger them. They are ruthless to those who do not obey their orders, having once disposed of their top agent by putting them through six trash compactors because he refused to carry out an assignment.
High Command has orchestrated several schemes with the intent of taking over the world. Their latest, and most destructive, was the summoning of Duckthulhu, an elder god with the power to destroy reality itself. Unfortunately for High Command, this scheme, like their others, failed after Morgana Macawber destroyed the demon, leading to the destruction of F.O.W.L. Headquarters. High Command has not been seen since, and it is currently unknown whether or not they survived.
