Joe, a Mouseville cab-driver, was, by 1939, a friendly acquaintance of Mickey Mouse. Joe drove Mickey to the police station when Chief O'Hara summoned him to help with the first investigation of the Phantom Blot, not realising that the Blot had gotten into the car with Mickey.
