The Flying Shoes were two sets of anti-gravity device invented by Gyro Gearloose.
The Flying Shoes are a set of winged golden shoes created by Gyro Gearloose, in an effort to replicate Hermes's mythical footwear. They allowed the wearer to fly, something which Donald Duck tried to exploit for advertising work and the Beagle Boys for robbery. However, the reason Gyro had thrown away the Shoes (leading to their being found by Donald and later the Beagles) was a crippling flaw in their design; if the flyer wasn't careful, they would tend to lose their balance and fall headfirst.
Huey, Dewey and Louie Duck eventually figured out that this was because Gyro had forgotten to replicate the winged helmet that Hermes wore along with his shoes. In response, Gearloose created a second set of Flying Shoes, complete with helmet, allowing Donald Duck to outfly and arrest Deadhead-167, the Beagle Boy who was now in possession of the original pair.
It seems that after the Beagles' arrest, Gyro recovered both pairs of flying gear and retired them like so many of his inventions.
