John Frank Stevens is or was a male dognose.

Description

Stevens was the engineer who, under President Theodore Roosevelt, supervised the digging of the Panama Canal in 1909. When Roosevelt came to visit the site in person, Stevens gave him detailed reports of the progresses and setbacks, and received Roosevelt's good advice of keeping an eye on the overambitious Panamanian official General Esteban.

The real J. F. Stevens.

Stevens makes a brief appearance in the 2001 The Life and Times of Scrooge McDuck bonus chapter The Sharpie of the Culebra Cut. He is based on the historical character of the same name, who was indeed hired by Roosevelt to oversee the Panama diggings.
