King Tootum-Too was a male anthropomorphic duck.

King Tootum-Too was the friendly but superstitious leader of the ancient Mesopotamian city of Tootum-Too. The King had a tendency to rely on the advice of his conman of a court magician, Wak-Wak. He was originally murdered during the ransack of his city by the Toogs, but time-travel by Gyro Gearloose and Scrooge McDuck changed the outcome of the war, allowing both the King and his city to survive much longer, with the later now even still existing in modern times.

King Tootum-Too was only ever seen in the 1982 story Trip to Tootum-Too.
Why he seemingly shares a name with the nation he rules is unclear; it is possible this was Tootum-Tooian custom for any ruler of the city to be called so, or it might have been unique to this particular individual. Writer Vic Lockman had used a similar set-up in the 1965 story Battle of Petras, where the city of Petras is ruled by Prince Petra and its nemesis Salamander City is reigned over by Salamander the Great.
