Mr Kephath is a Beagle Boy who lives in an unknown country in the Middle East near Istandupp with Beghdad Kephath, who is presumably his brother. To commit crimes, he would ride his camel along the waterfront, jumping it onto boats when they passed and stealing the cargo. He, along with his brother, was chased and presumably arrested by the desert patrol while trying to rob Moby Duck. It is unknown whether he is still in prison.
