A seemingly upstanding member of society, Taurus Bulba supervised the construction of the Ramrod by Doctor Thaddeus Waddlemeyer. However, Bulba was secretly pursuing his own interests, separate from those of his employer or his sinister cohorts in F.O.W.L. When Waddlemeyer discovered an instability in the Ramrod and attempted to warn Bulba against its further use, Bulba used the device to exile him to an unknown alternate reality. He then claimed full responsibility for the creation of the Ramrod, which he claimed could create objects from nothing, concealing its ability to open portals into other worlds.
Bulba's setbacks with the Ramrod aroused the interest and ire of both Scrooge McDuck and Bradford Buzzard, while his betrayal of Dr. Waddlemeyer earned him the antagonism of Waddlemeyer's granddaughter, Gosalyn. Gosalyn later broke into Bulba's lab to steal Solego's Circuit, the Ramrod's vital component, shortly after Bulba demonstrated the Ramrod's capabilities to Scrooge, Huey, and Louie Duck. Her efforts were thwarted by the arrival of Drake Mallard, alias Darkwing Duck, whom Bulba was quick to praise for his actions. However, after his true character was exposed to Darkwing, Gosalyn, and Launchpad McQuack-and Bulba himself received a scar and a broken horn-Bulba decided to eliminate the threats to his operation.
Using the Ramrod, Bulba brought the Fearsome Four into his world, unleashing them upon St. Canard. Renouncing whatever allegiances he may once of had, he imprisoned not only Scrooge and his nephews-eventually banishing them to another alternate reality-but also Bradford. However, as he was preparing to dispose of a captured Darkwing, Gosalyn and Launchpad rescued the costumed hero, and the three battled Bulba's minions. Bulba's dreams of a new reality were ended when Gosalyn, having rescued Scrooge and the boys but failing to locate her family, destroyed the Ramrod.
