Uncle Claus, also known as Grandpa Claus and called Zio Natale in the original Italian, is a human being.

Uncle Claus is Santa Claus's uncle, and looks very similar to him. His relationship with Santa is nearly identical to that of Scrooge McDuck and Donald Duck, inasmuch as Uncle Claus is miserly and somewhat misanthropic, but nevertheless hides a soft spot for his nephew. Uncle Claus shares most of his nephew's powers, including the ability to travel through time and space and apparent immortality.
In 2007, Uncle Claus met Scrooge McDuck, who was second-guessing himself about his decision to go out of hermithood after meeting Donald Duck and Huey, Dewey and Louie on Bear Mountain in 1947. He pretended it to still be his cranky misanthropic old self and claimed he wanted to help Scrooge right his past mistake; to do so, he took him back in time to that fateful Christmas. In fact, Uncle Claus was counting on events unfolding just the same way, with Scrooge being once again reunited with his family in the end; convinced that this was the only way his story could have ended, Scrooge forgave Uncle Claus for his trick.

Uncle Claus first appeared in 2007 in Another Christmas on Bear Mountain.
In order to create a pun with the expression "grandfather clause", the official English version of that story referred to him as "Grandpa Claus".
